The
district considers education fundamental to development. In line
with the Govt. declared policy to achieve Universalization of
Elementary Education (UEE), the district always remains geared up
for the effective implementation of Sarva Shiksha Abhiyan (SSA)
aimed to achieve this golden goal. The Sarva Shiksha Abhiyan (SSA),
as the most important flagship programme of GOI as mandated by 86th
amendment to the Constitution of India stands for free and
compulsory Education to the Children of 6-14 years age group.
Sarva Shiksha Abhiyan
Sarva
Shiksha Abhiyan (SSA), the flagship programme of the Ministry of
Human Resource Development (MHRD), has the highest budgetary
allocation even more than the National Rural Employment Guarantee
Scheme (NREGS) . It is being implemented to achieve the Goal of the
Universalization of Elementary Education (UEE). It emphasizes on
quality education to all children of the age group 5 to 14 years.
Sarva Shisha Abhiyan includes, among other elements, enrolment and
retention drive, civil works, Teachers' empowerment, School Grants
and Maintenances Grants, Community Mobilization, Alternative
Schooling, Computer Aided Learning (CAL), Learning Enhancement
Programme (LEP), Management Information System (MIS) etc. To
implement ‘Zero Rejection Policy’, SSA intervenes with girls’
education, Children with Special Needs (CWSN) and hardest to reach
Children. It also emphasizes on opening of new Schools where required, strengthening existing school
infrastructure providing Additional Class Rooms (ACRs), Drinking
Water, Common Toilets, Girls’ Toilets and Barrier free Toilets for
CWSN etc. National Programme for Education of Girls at Elementary
Level (NPEGEL) and Kasturba Gandhi Balika Vidyalaya (KGBV) also run
to fulfill national commitment of Universal Elementary Education.
The District Project Office of Sarva Shiksha Mission, Cooch Behar
facilitates all these interventions of this District with synergy of
contribution of School Level Monitoring Committees (SLMCs), Village
Education Committees (VECs), Ward Education Committees (WECs),
Managing Committees (MCs), Circle Resource Centres (CLRCs),
Sub-divisional Working Groups (SWGs) and others.

The West Bengal Scheduled Castes & Scheduled Tribes Development & Finance Corporation was constituted in the year 1976 through an Act, amended in 1980 & 1981. The Corporation has the mandate for economic development of SC/ST beneficiaries living below the poverty line. Moreover, the Corporation can take up activities which have a bearing upon social, educational, economic & cultural development of SC/ST communities in the State. The State Government holds 51% and the Government of India holds 49% share of the Corporation. The Corporation started functioning with authorized share capital of
200.00 crore.
Head Quarters of the Corporation is located at CF-217/A/1 Sector-I, Salt Lake, Kolkata -700064. The Corporation functions through 19 District Branch Offices located at District HQs. Senior State Civil Service cadre officer are posted as District Manager of the District Branch.
The Corporation is constituted with 21 Members including Official & non-official members and is headed by Hon'ble MIC, Backward Classes Welfare Department as Chairman.
